The Rattlekilt transmog is a cheap Timewalking reward, but is only available once in a while, during Warlords of Draenor Timewalking.
(Check your in-game calendar for all upcoming events).
The vendor is in Ashran, there's a very convenient portal in your capital city portal room.
It's also SUPER cheap, only 40 Timewalking tokens!
It's very different to the clothes my girls normally wear, but I really love it.
